Bhubaneswar :Performance of State in rural housing has been outstanding said Sri Amarjit Sinha, Addl Secretary, Ministry of Rural Development Govt of India. The performance in PMGSY has also been remarkable added Sri Sinha in his reply to the media query after a high level review meeting of Central Team with Govt. of Odisha on these two flagship programmes. The meeting was held under the chairmanship of Chief Secretary Sri Aditya Prasad Padhi in secretariat conference hall today. Chief Secretary Sri Padhi in reply to another media query said that in meeting today we mainlydiscussed about the targets and implementation of PMGSY and PAMY for coming 3 years. It was decided that around 19000 Kms of road and 9 lakh rural housing units would be constructed in coming three years, He added.  The meeting deliberated on the issues relating to revised action plan for PMAY. Secretary Panchayati Raj Sri Deo Ranjan Kumar Singh presented the updates and outlined the issues for discussion. Available data show a total number of 10,08,586 housing units in rural area have been completed during the period from 1 st April,2014 to 27 th May, 2016. Out of this 8,49, 282 houses have been constructed under IAY and 1,59,304 houses have been constructed under BPGY ( Biju Pucca Ghar Yojana) . Sri Singh appraised that a robust monitoring mechanism on IAY/BPGY has been put in place from village to State level. Hon’ble Chief Minister reviews the progress on weekly basis and Secretary Panchyati Raj monitors it on daily basis. Govt of Odisha has made incentive provisions for qualitative and speedy implenentaion of the projects.The beneficiaries completing the houses within 4 & 6 months are being awarded Rs.10,000 & 5,000 respectively as incentive grant. The SHGs facilitating the construction of houses in inaccessible pockets of Nuapada district are alo incentivized with Rs.500/- for each completed houses. Secretary Sri Singh requested for release of pending central assistance of Rs.230.80 cr. against IAY from 2013-14 to 2015-16. The team assured that the fund would be released soon. The issues relating to inclusion of landless persons under rural housing scheme was discussed in the meeting. Chief Secretary Sri Padhi advised Panchayati Raj department to implement the programme in convergence with Revenue & Disaster management department for allotment of homestead land to landless persons. Sri Padhi further directed that landless persons should be given priority in allotment of rural housing units. The central team also appreciated the initiatives of State Govt in converge of IAY with other programmes like Swachh Bharat Mission and NAREGA. Secretary Rural Development Sri Madhusudan Padhi presented the updates about the implementation of PMGSY which was compared with that of the data available with the central team. Review revealed there has been 100% utilization of funds under PMGSY in the State. Engineer in Chief Rural Development Sri Prabir Kumar Pradhan present in the meeting appraised that a total amount of Rs.14,976 cr was released under the programme up to 2015-16 which has fully been utilized and total number of 11,941 projects running over 36,478 kms of road have been completed. Sri Pradhan requested the central team for release of the pending funds for balance 8462 kms of roads. Quality monitoring of the roads was emphasized in the meeting. It was decided that 3 tire monitoring system already put in place would be strengthened by involving more number of independent evaluators and institutional entities. Chief Secretary Sri Padhi directed to complete the quality inspection of completed works by end of June. He also directed to set timelines for 3-tire quality inspection against each work. The accelerated annual action plan for speedy completion of works within coming 3 years was discussed and in the meeting. Joint Secretary Ministry of Rural Development, Govt of India Sri Rajesh Bhusan along with 5 senior officers from the ministry joined the team. The senior officers and engineers from departments of Rural Development and Panchayati Raj presented the necessary data in the meeting.
